Ebay and Paypal are at their last legs...
I buy a used camera and pay right away with Paypal as usual.
I receive a broken camera. For reasons of decency I force myself to give the seller a chance, asking him for clarification about how it works, but he doesn’t cooperate and stays vague; in fact, seeing my politeness, he starts taking me for a fool. I stop hesitating and send the camera back to him. The seller accepts the return. Before shipping it I make a couple of videos to show that the camera doesn’t work, the condition I’m sending it back in, and what kind of packaging I used.
After receiving the camera, the seller refuses to refund me, inventing all sorts of breakage/tampering that my videos can promptly disprove. I invite him to send a video showing me the faults, but he wisely avoids making the fool of himself he deserves and opts for the refund, which between delays in reviewing the case and delays in receiving the money arrives a month and a half later! A disgrace, especially because since Paypal receives a fee for its service, in my opinion it could advance the money. In the meantime, while I wait, I lose a number of opportunities to buy at sale prices.
Since I need the camera, I buy another one just like it, this time not from a private seller but from a seller with a good number of feedbacks. Maybe I pay a bit too much, but the seller guarantees that it’s almost new (about 5000 shots).
The camera arrives and.. surprise... it’s destroyed. Not working, with signs of tampering and even dirty with locktite both on the lens ring and on the body. I was stunned, I’d never seen anything like it.
I write to the seller and naturally I get no response. I leave negative feedback for good reason and ask for a return. Miracle of miracles, the seller comes alive and accepts the refund (but doesn’t want to talk about the 20 euros I’ll have to spend to send it back). I ship the camera, and when I check the tracking to see that it has arrived I write to the seller, who naturally ignores me. I look in the dispute area and, to my surprise, I see that I have zero open cases! Ebay washes its hands of it like Pontius Pilate. The seller said he pays? Fine, it’s no longer our problem, let’s zero everything out. I call customer support, but it’s suspended because of coronavirus (but isn’t it in Albania?). I write an email, but since I get no reply I open a dispute on paypal anyway. This time they respond and ask me for the tracking details. In the meantime I receive two emails from ebay. In one they tell me they’ll refund my money in two days. In the next, that since I opened a case in paypal they reset the case and goodbye. Dumped for the second time. Two days later the Paypal email arrives treating me as if I still had to ship, asking me for the tracking details. So they too are buying time in the meantime. Meanwhile the seller writes to me saying that yes, it is broken, it had been listed as broken but they shipped it by mistake. Which is a half-baked excuse, because they’ve already fed me that one several times with different sellers and by now it’s way overused, it doesn’t hold up anymore. Today paypal asks me for proof of shipment. As usual and as if I had never spoken to their service providing the requested data. The seller writes to me that he has to make a bank transfer to paypal, one of those I know by now, at a snail’s pace. So I’ll have to wait another month (and a half) to get refunded. But it’s not over yet because I’ll have to ask paypal for reimbursement of the return shipping costs. Which maybe will then be approved but isn’t automatic. I’ve realized that buying on ebay is now pointless since it no longer offers any guarantees. While paying with paypal exposes you to long and costly wasted time if you happen to run into a scammer.

you’re luckier than me, the system tells me that:
1) the country is not in the right province ( ! ? ) from 1998 to today the country was the right one and the purchases arrived
2) the email to be contacted is not the correct one
3) the WE WILL CONTACT YOU system does not accept phone numbers and only works during office hours.

I’ve realized that buying on ebay is now pointless

Monday to Friday, from 9.00 to 18.00. Saturday and Sunday, from 9.00 to 17.30
So unless at work you have exactly the same hours as eBay (including Sunday), you should be able to contact them at a time when you're not at work.
1) if there are problems with the postal code for various reasons, try selecting the pickup point option closest to you.
2) usually on eBay you are contacted only by phone call and RARELY by email.
3) if you enter an Italian mobile number and go to the help page and click on "ask us to call you" you will be contacted by an eBay operator.
