Paid item not shipped

Hello, I bought an item on April 18; in the listing the seller says they ship within three days. As of today, April 28, they still haven’t shipped it and haven’t replied to my message asking for an explanation. How should I handle this? Thanks

maybe by reading the Ebay rules....... since the answers, if one puts in a bit of effort, do exist.....

small tip : what to do in case an item doesn't arrive......
