I buy with PayPal, the item doesn’t arrive: refund of shipping costs and import taxes?
Hello,
I wanted to buy a collectible item from the UK via PayPal, for a price that is significant to me, and of which the import taxes and shipping costs are a large part (hundreds of euros).
The seller is reliable and professional, but it has already happened to me that items sent to me never arrived unfortunately (not because of the sellers' fault, but lost who knows where in some warehouse).
In this case, if the item were not to arrive, I wanted to know whether I can recover not only the cost of the item, but also the shipping costs and import taxes (which, as I said, this time will be hundreds of euros, alas).
If so, how should I proceed?
With a claim through eBay, or through PayPal, or both?

OP3 years agoOkay, but I think I understand that you’re talking about an item that I decide to "return to your Seller," meaning that I send it back to the seller.
However, I’m fairly convinced, for a number of reasons, that this item either arrives in good condition, or doesn’t arrive at all because it gets lost along the way.
So I’m not considering the case of having to send it back because it’s not as described; I’m considering the (unfortunate) case where nothing arrives at all...

If the item doesn't arrive because it gets lost, open an eBay dispute and you'll be FULLY refunded by eBay, including any customs costs.
If the item arrives damaged, you must always open a claim with eBay and then the situation will be assessed by eBay and you may be refunded with or without returning the item; this depends on many factors because it CHANGES if you bought through GSP (global shipping program), which is handled by pitney bowes, or if you bought directly from the seller.
The procedures are different because in the case of GSP, shipping management would be their responsibility and not that of the seller who sold you the item.

In the case of a PayPal procedure, for item not received: Items sold through the International Shipping Program are paid for in two transactions:
So two separate disputes are needed, one for the item not received and one for services not provided.
Be aware that in any case, if you return it, the GSP fees are lost. For GSP Items that you purchase under GSP and that you return to your Seller, you will not be eligible for, and you will not receive, a refund of any Program Fees that you paid to Pitney Bowes and Pitney Bowes will not be responsible for shipping the GSP Item back to your Seller. Your rights under local law will not be affected.

·3 years agoSe fa un reso per ripensamento si, e l'acquirente deve pagare le spese di spedizione di ritorno fino alla sede pitneybowes che poi fara' in modo di rispedire al venditore (il tragitto dalla sede uk di pitneybowes fino al domicilio del venditore non e' chiaro chi lo dovra' pagare e/o se si dovra' pagare).

·3 years agoPiteny Bowes does not refer to the reason for the return, it says it simply does not refund. We should understand whether these costs are charged by eBay to the seller; I found no trace of this (while it is clearly written that they are refunded in case of non-arrival).
