Customs - VAT - Duties on RETURN/Refund of non-compliant item purchased from Japan | Buying on eBay

Good evening!I’m asking for info on how to recover the import charges (TAX and VAT and duties) for importing an item bought from a seller in Japan. It arrived with DHL shipping included in the price paid, €530; but while the item was in transit I also paid DHL €159 for the import charges.The item is a different size from the one shown in the photos and description and ordered on eBay from the seller. (it arrived in the wrong size). I’ve already opened the return through eBay and paid for it with Paypal.I ASK:- do I also open a Paypal claim in addition to the eBay one for €530 plus €159?- who reimburses me this amount I paid for tax etc. (import charges €159) if it was the seller’s mistake.- if the seller doesn’t have the size I wanted, do I therefore get a full or partial refund?And so does the procedure apply to the “import tax” already paid to the revenue agency for the return and exchange... who can explain it to me? If there is the correct item, is everything done with DHL or do I have to do it myself and who do I contact?THANK YOU in advance for your cooperation.
