the buyer in the Netherlands says they haven't received anything

The tracking for the registered letter, even going on the post office website, says that the envelope was delivered on January 9. The buyer writes that they did not receive it. If it was stolen, am I obliged to refund the purchase?

If it shows as delivered, in theory no... but every case is different...

If you used registered mail, you should have the delivery confirmation with the destination address.

If the address matches exactly the one eBay gave you, that should be enough to be in the right if the buyer opens a dispute.

As a courtesy, also send the buyer a copy of your shipping receipt and the tracking number, so he can see that a package with that code, sent by you, shows as delivered to his address.
