Good morning,
I bought an item by mail 1 (cost 3€) that was listed at 3,99€. The item received was different and the seller is willing to give a partial refund, shipping costs excluded. Am I authorized to leave a neutral rating, unfortunately, given that in reality the only rating, as far as I feel ripped off, should be negative with “DON’T BUY”? Can I be reported for such behavior?
Total cost 7,98, shipping 3,99, so item cost 3,99€. I’m only being refunded 4€, wrong item. The seller is unfairly keeping 1€.

·1 year agoIf the item you received does not match the listing, request a return through the eBay procedure.
If you select the correct reason, the seller is forced to accept the return, pay the return shipping costs, and refund everything you spent.

OP1 year agoThe problem is that they're seeds. I can't return them because by mistake I've already planted them, but they're seeds from another plant that needs to be planted differently.

If you've already planted them and therefore can't return them, you can't make use of the buyer protection offered by eBay.
So the fault cannot be attributed entirely to the seller.
You can certainly leave an unflattering feedback rating, but you must stick strictly to the facts without leaving personal judgments or interpretations about the seller.
You could simply write that you bought melon seeds and pumpkin seeds arrived, but since you didn't notice the difference right away, having already planted them, you can't return them.

·1 year agoin short, it always depends on what you write in the rating...... if you leave a negative, the seller can, in every way, take legal action (then whether it would be worth it or not is another matter...... ); if you leave a neutral with a judgment considered negative, same thing...... positive with negative judgment too..... ( but here Ebay could step in if the seller appeals and then it gets removed by support...... )
