Why are other shipping costs added in addition to VAT if shipping is free?

I was finishing a purchase.. Only that at the time of payment I was being charged 7 euros more I don't understand why?

Where were you planning to buy it?

Often free shipping is reserved only for buyers in their country

Check the seller's postal code because if it belongs to a border area with another country (for example Switzerland), you will most likely have to pay VAT on it.
