If you have been permanently banned from ebay, you can't do anything to open a new account in your name.
If you open another account in your name, it will be limited and subject to the same restrictions as the main account that got you banned.
Also be careful about opening a new account in someone else's name using the same smartphone or computer and/or internet connection you used with the account that got banned, because you risk having the same restrictions on the new account too, even if it is under another person's name.

You hadn’t read it or maybe you didn’t like the answers you got in the "peer support" section and you wanted to know if there was a way to start selling on ebay again.
Usually before banning you they contact you to ask you to regularize your account, if you ignored these warnings and got yourself permanently banned there is no way to start selling on ebay again.
