Seller asking me to cancel payment
Good morning, just to stay true to my legendary bad luck. After the last PS4 Pro I bought, which the seller sold in a condition different from what we agreed on (with the related return, etc.).
Today I won an auction for a PS4 Pro that was exactly what I was looking for. Right after winning, I immediately went ahead and paid via PayPal.
And of course, what happens? A little while ago the seller sends me this lovely message:
"hello sorry but I have a problem receiving payments with eBay, you had made the payment but I have a technical problem, you should cancel it for now and then see how to complete the purchase ok?"
So now how am I supposed to cancel a payment for a problem the seller has, when I've already paid by credit card?
I replied to the seller, advising him to sort out the problem he has with eBay and that, being a new seller, it’s possible that for protection eBay is holding the payment for a few extra days. I also pointed out that, absolutely according to eBay rules, I’m not available to pay outside the platform...
But do these things always have to happen to me?
What can I do now? There’s no way to cancel the payment, right? Also because the money has already been taken from my credit card.

OP2 years agoHi, well with all the evidence I gave him, in the end I did the investigation work myself...
In any case, I can confirm your impression, I just called eBay to find out whether it was possible to speed up the full refund and the operator told me she had a note from the other operator about the user in question and that his account is suspended.
They also said they’ll let me know soon whether they can speed up the full refund.
As for the rest, I’m amazed that once a person’s name (maybe with tax code attached) is banned or suspended from eBay, they can make a new account as if nothing had happened. Amazon in that sense is much more efficient and regulated. If you try to make an account (seller) after your original account has been blocked, they wipe it out in no time.

joking aside, in my opinion it’s not that complicated to open another account with different details.....

OP2 years agoI’m following up with the latest developments.
I opened a claim for an item not received, and the seller continued with his line:
"YOU ARE INSINUATING AND INSISTING ON WRITING IN A FALSE MANNER, THE REFUND HAS BEEN MADE, ONLY EURO 2,73 WERE MISSING AND EVERYTHING IS PROVABLE, THE SMALL REMAINING PART I WAS NOT ABLE TO PAY BECAUSE MAYBE BECAUSE OF INSUFFICIENT FUNDS OR THE FEES, YOU CANNOT WRITE FALSE AND DEFAMATORY THINGS FOR THE SOLE PURPOSE OF DISPARAGING AND HARMING OTHERS' REPUTATION, WHAT YOU WRITE IS ABNORMAL AND DISPROPORTIONATE, I WILL PROCEED TO SUE YOU"
In short, a real scene... it’s clear he doesn’t intend to return the difference. So yesterday afternoon I called once again the useless customer support, I asked to speak with an operator based in the EU (it makes no difference, they’re always the same trained little monkeys), I was listened to by a lady who seemed very diligent, she also kept me calm a bit by saying: if it were up to me, from what I’m reading I’d refund you now but the system won’t let me proceed", same thing the other one had told me, then I explained all the seller’s improper behavior, fake relistings, feedback left by equally fake accounts, meanwhile he sold iPhones, Xboxes without completing any sale. She told me she would verify it personally.
A little while ago I went to check and the user is no longer registered, I suppose he was banned.
Tomorrow I’ll try calling and see whether we can speed up this refund or whether we have to keep going until the 11th with this farce.

·2 years agoat least now the user is no longer registered (so he lasted very little....... I wouldn’t rule out that it was actually your report that "got rid of him" after the operator’s check, who probably discovered something pretty obvious even to someone who can’t physically verify it, but which if nobody reports it obviously goes unnoticed in the "cauldron" of hundreds of thousands of listings.... )
for the rest I think you’ll have to wait for eBay’s timing to get the difference back
PS: keep an eye in the next few days (if not months.... ) if similar listings pop up again like this one: it wouldn’t be surprising if he’s like the mythical phoenix.... so before buying, think it over.....

OP2 years agoI'm updating the ridiculous situation a bit.
Last night the seller put the ps4 back up for sale, an exact copy of the previous listing (https://www.ebay.it/itm/315256841496) and I went ahead and reported it to eBay.
I receive by email the reply that I’m attaching in the photo (which I ask you to read), I go to check and the listing is still very much there instead.
Now it will definitely be some automated algorithm, but I do wonder about the usefulness of such a clownish response. This morning I’ll try calling customer service again, but since these are people I’d describe as poorly trained little monkeys, I don’t expect to get any answer beyond the little script they usually read; I’ll try to speak with an operator in the EU, in the hope that it isn’t a Dane, so we can hopefully explain ourselves and understand each other better.

·2 years agoto sum it all up: it’s a partial refund from a new seller who (....probably.....) didn’t (.....as usual.....) read the sales rules properly (and if he keeps this up he won’t last long, at least with this account......); so, to get the missing 2-odd euros, you’ll probably have to open an Ebay case for item not delivered.....
as for the listing he says Ebay removed....... it was simply the one you won (so, in effect, it was already “closed” .... item..315254286426), the other one is still there also because, in effect, it’s a different listing (in fact it has a different item/item number....315256841496): anyway, without going into the merits, I doubt he’ll take it down.....

OP2 years agoYeah, but it’s the exact same item, but obviously it has a different listing number, every listing has a unique identifier, come on.
So much so that in the auction I won (and not "removed") at the top I also see the funny wording: You won the auction, nice one, now the seller has relisted the same item or a similar one, click here to see it!
Seeing as he said he was having problems receiving money from eBay (and he wrote that to me yesterday at 2 PM), by 5 PM he had relisted the item, what did he do, manage to fix them in such a short time? Wow!
Anyway, I confirm that first-level operators are little trained monkeys reading a script, I got an Italian operator on the line and pointed out:
a) the seller issued a partial refund and does not intend to fully comply with the refund
b) the seller relisted the exact same item a few hours later
c) the seller’s past completed sales were made to users with 0 feedback, who also left fake positive feedback.
The guy’s response? I’ll start an internal review, he has to refund you in full (yeah, but either you force him to do it or he couldn’t care less, meanwhile today he’ll screw over another poor bastard), I can read the messages you exchanged, leave him negative feedback (already done).
What can I say, compared to Amazon’s speed you’re dealing with sloths with back pain, anyway I confirm that the operators who answer from Albania are completely useless.

·2 years agoI can only repeat what I said: the seller, if he keeps this up, won't last long (I won't go into the merits, since in my opinion there are also some unclear things, but they're only suppositions.....) ;
the pseudo-removed listing (see your eBay reply attachment) is the one you won, so NOT the one currently up for auction (which, in all respects, is another listing, regardless of the content..... )

OP2 years agoJust so they can’t really throw the blame around with the excuse of PayPal.
This is a refund I received for an item that never arrived.
Always paid with PayPal (linked to the bank account) because I ALWAYS pay with PayPal.
Refund email from eBay and PayPal.
As you can see, these fees aren’t there and the refund on eBay is not partial but full.
So why, instead, on the partially refunded order total is there not 0 but €2,92?

·2 years agoI simply meant that, in the case of the seller in question, who chose to refund you through an "unofficial channel", that is, paypal directly rather than paypal + ebay, the money transfer for him had a cost (it’s not free, paypal says so in its terms) that he passed on to you.
He made the mistake, not paypal.

OP2 years agoBut that’s not how it is... he made the refund through eBay, I first showed the PayPal email (because PayPal and eBay are addressed to two different changes and I noticed the email from PayPal first).

OP2 years agoI’m already about to leave negative feedback, after talking to eBay’s completely useless support, who tell me I have to wait until April 6 before I can open a dispute.
In your opinion, can the following text be removed?
Terrible experience. I win the auction, proceed with payment. The seller contacts me after an hour saying that he has problems receiving the payment. He later issues only a partial refund and when I ask for an explanation he says it’s because of eBay’s fees.

·2 years agoOn feedback, I’m not sure, but as far as I know sellers can’t issue partial refunds when they cancel a sale.
Try contacting PayPal, hoping the support is better than eBay’s.

OP2 years agoThe seller did NOT cancel the order, he simply issued a partial refund.
So if there were any doubts before about this person's experience given the recent registration, I'd say that now, with around €800 worth of items sold, there can be no more doubt about the bad faith.
I proceeded to leave negative feedback.

·2 years agoSo, if I understand correctly, the sale is still "in progress" and, since you won’t receive anything, you could still open a dispute for item not received (after the expected delivery date) and he would be forced to refund you for the 2nd time and in full, because the refund he issued didn’t go through eBay’s standard channel. It was his own initiative; if that’s the case, it could end up costing him very dearly.

OP2 years agoAs shown in the attached photos, he issued a partial refund through ebay and did not cancel the order in full; whether it will cost him dearly, I don't know, I hope he at least gets a defect...
Now let's see what he intends to do, I just noticed that he had set shipping method post 1, let's see if he sends me a pebble and enters the tracking code. In any case, all I can do is wait until April 6 to open a dispute for item not received and I don't know if it will be necessary to wait another 7 days to ask for ebay's intervention and in the end I'll get my €2.94 back... disheartening...

·2 years agoIt will cost him dearly because if you open a dispute for item not received (or not as described, depending on the case), eBay will force him to refund you the full amount paid, he may offer you a partial refund (the missing €2.94) but if you don’t accept he’ll have to give you back the €202.94 you originally spent, whether he wants to or not.
Definitely inexperienced, I wouldn’t exactly call him clever.

OP2 years agoI understand, well that would be quite a loophole, even if from the order it turns out that he did in fact refund the €200, so the remaining amount “to be refunded” is €2.92.
We’ll see how it ends, I wrote to him but he hasn’t replied anymore...

·2 years agoBut hadn’t you noticed when reading her listing carefully that she shipped with posta 1? A PS4 Pro
that costs more than 800 euros new she shipped with posta 1, which at best you use for used stamps?
And then the rush. From what you wrote, it reeks of haste, haste to buy, haste to close the deal. It’s not bad luck in my opinion, it’s carelessness probably due to the used price. Also, when it comes to consumer electronics, games and other such items, it’s right to be as slow as a dwarf sloth. Because these are categories so plagued by every kind of problem that you feel much safer crossing the Golan Heights alone. I think Cizeta gave you some great tips, let us know how this surprise-filled transaction ends. Best regards

OP2 years agoI asked the seller for clarification and check out this lovely reply:
"look, I didn’t intentionally deduct anything from the refund, it’s likely that the 3 euros or so were charged for eBay fees, there’s no problem, we’re not here trying to nick a few euros for nothing, I hope you understand, I’m an extremely honest person, and I explained everything to him"
3 euros for eBay fees are now the buyer’s responsibility, no longer the seller’s, who makes a mess and claims he can’t receive payments after selling almost €1000 worth of stuff on eBay.

·2 years agoOnly the seller can request cancellation.
In your case, that seller is also a scammer (or inexperienced) and wants a transaction outside eBay.
Two options: wait for the delivery deadline to pass and report it to eBay, or (better) contact support and explain everything, of course referring to the message they sent you (which they can read since it’s in your messages).

OP2 years agoEh, I just hope he's only inexperienced. He wrote the following to me:
"I understand you, but see, I only just saw this problem because I wanted to tell you right away, but you were faster than me in making the eBay payment, I'm seeing how to solve it, you need to give me a little time, okay?"
I asked him what he means by "a little time" and I pointed out that, according to eBay, I should receive the product by April 5, in addition to pointing out that we had spoken yesterday and therefore I am interested in receiving the console (otherwise I wouldn't have sniped the auction), I'm perplexed, he has only one feedback as a seller and is full of "nice words"... looking at his profile he has already sold several other items of even higher value, over 200 euros...

He may decide whether to cancel right away or force you to wait until the 5th to request a refund through eBay.
