If you have to refund the buyer or cancel the sale, you are entitled to a credit of the variable percentage fee of the Final Value Fee, provided that you fully refund the buyer following a return or cancellation request. The fixed Final Value Fee per order will not be credited to you.
I'll take the opportunity to tell you that you are blatantly an abusive seller, looking at your listings it doesn't even remotely occur to me that you could be a private individual.
Change your account right away so that you can display your VAT number on all listings.
