01-15117-06771 Purchase order never arrived, seller doesn't want to refund!!!

So I ordered something, order number 01-15117-06771, a massage belt. The order status was on August 30 and on September 1 it was marked as ready for shipment. eBay gave me a delivery window of September 3/10. Nothing, not seeing it arrive I kept following up about it. I asked for a refund, nothing, he said he doesn’t want to refund it, after all I waited for this and nothing arrives either. I asked on my own initiative for the tracking number since the seller says he’s monitoring it from the site, but nothing. I asked the post office, nothing, no information, nothing, not even a complaint form. So I went to the post office myself on Saturday, waiting a full hour, with the code, to have some reason given for customs inspection at the post office. The problem was that it had been blocked, so at the post office they gave me the form with the full history, the document showing the day this product was blocked, at a point in the post office that even they can’t explain to me. So I asked for a refund because it never arrived, it’s already the end of the month, I’m fed up, I have the right to a refund. He keeps dragging it out, eBay said to wait, but he does nothing to unblock the shipment. And eBay either, more or less, is not really helpful in this case. It’s truly insane! A seller like that should get off the site!!!
