this is a public forum, here the ebay team will never reply!
If you have an open dispute, just refund from the dispute itself and it will be closed automatically.
Ebay cannot unlock it under any circumstances, you can ask them to intervene but with serious consequences for your account, a defect on your performance with a consequent loss of visibility for your items.
