Buyer pretends not to receive the item, gets a refund, then picks up the package | Questions and answers among users

This is a crazy story. I sold on June 4 to a user in Thailand, I ship it.. in mid-June he opens a dispute for item not received, I check the tracking and it shows it arrived in Thailand but the guy, not paying the duties, doesn't collect it. Ebay sides with him, considering the package as not arrived, and refunds him. After he has gotten the credit, he goes to pick up the package. I contact Ebay again but they tell me that these Extra-EU disputes are handled by Ebay Germany. I contact them and they tell me that there's buyer protection for package not received. Nothing to do, I write to them that the package shows as delivered, also on Ebay in the order history, that it isn't right that the buyer got his money back and the item at the same time. Ebay Italy also sends them a report.. but Ebay Germany stubbornly couldn't care less about my situation and since the dispute had been closed that's that.Does that seem normal to you?Francesca
