Fraudulent buyer?
An American buyer with lots of 100% positive feedback bought a bicycle frame from the 80s from me through a purchase offer, without sending any message before the offer to ask for further information about it, as clearly specified by me in the listing.
the customer pays, I ship it, and it gets delivered within the agreed timeframe.
After delivery, the buyer complains that the paint and decals are not original. I confirm to him the originality of the frame he bought, and he repeats his experience in the field and that only the paint is not original. At this point I invite him to contact the manufacturer directly for confirmation, but about 15 days after delivery he asks me for a refund for an item not as described, and so I would also have to bear the costs of a return shipment with costs higher than the value of the item.
At this point I offer him a partial refund, which he accepts. Right after that I personally send the photos and details of the frame to the manufacturer, who confirms that everything is original.
I would like to know whether at this point I can bring this story to eBay customer service to protect myself and hoping that eBay takes decisions on the matter also against him.

But the decision to make a partial refund was not made by eBay, so.....
Also try sending the new documentation to the American collector, maybe he is an honest person.

Only later did I get confirmation replies from the builder and also from the painter.
