for purchases that are included in International Priority Shipping is ok For others, not part of this program, on the payment page there is a note: The order total excludes VAT and duties to be paid upon delivery of the item. Or another note: VAT added to prices based on the delivery address. No additional customs charges will be applied. WHAT DOES IT MEAN!?

Note where additional customs charges will not be applied:

This item will be shipped through eBay's International Shipping Program GSP.

Includes international shipping code, simplified customs clearance, and no additional charges upon delivery.

If this wording is not there: VAT, duties (if you exceed 150 euros), and carrier charges are paid.

Thanks, in fact that's exactly what I already said, but, I repeat for those who are not part of the GSP, on the payment confirmation page I find those notes I mentioned before. Why does it say: The order total excludes VAT and duties to be paid at the time of delivery of the item. Or: VAT added to the prices based on the delivery address. No additional customs fees will be applied. WHAT DOES IT MEAN!?

It means what it says... as in, absolutely nothing!

So, if you want a precise explanation, you need to indicate WHERE and WHEN the first sentence appears and WHERE and WHEN the second one appears... because neither makes any sense, one excludes the other...
