If they went to so much trouble to hack your ebay account and your paypal one, they must have made purchases worth several thousand euros. So all you can do is file a report and block everything.
Starting from the idea that no scammer is satisfied with a few dozen euros, if it’s not a matter of significant amounts, before filing a report I would do some preliminary checks:
I would check where the purchased goods were shipped.
I would look around and talk to anyone who may have access to my devices, where the ebay and paypal login credentials may have been saved.
