I sold an item but the buyer and I agree to cancel the sale now when I want to refund the buyer's money eBay asks me to pay most of the money with my credit card while the buyer's full amount is in my credits

It's normal!

Being a new seller, the funds will remain blocked for at least 15 days and when they become available, eBay will deposit them into your account, but for now you have to advance them yourself.
