Opening and closing dispute, PayPal no longer allows refunds
hi everyone, today after the seller wasn't replying to me, because of a message block on the eBay platform, I opened a PayPal dispute for an item not received, shortly after it arrived, and so I canceled the dispute on the PayPal platform, but when I try to start the return it tells me that because of an open dispute with the payment institution (PayPal in this case) it is "AT THE MOMENT" not possible to fulfill the request, and the seller, according to him, can't send anything except through a formal request to eBay, which of course it won't let me do. PayPal, which should guarantee commerce in this case, blocks it!?!??! can anyone tell me why? but more than anything else, does anyone know a direct email address to speak with the eBay staff? does eBay even have staff??

Mentore2 years agoEbay has a staff and you can talk to them. You can use the link at the bottom of this page…. https://www.ebay.it/help/buying/returns-refunds/restituisci-un-oggetto-cambio-di-un-rimborso?id=4041#:~:text=Se%20l'oggetto%20che%20hai,dicono%20che%20non%20accetta%20restituzioni.
The problem, though, is that you bypassed ebay, opening the paypal dispute rather than following ebay's normal procedures.
Now, until paypal notifies ebay that the procedure has been closed, ebay won't let you do anything else. Paypal is very slow and can take more than 20 days to send this notification.
Maybe it would be better for you to talk to paypal to see if you can change their dispute from not received to not as described.
bye
