Arrived broken, seller "does not accept returns" and does not respond

Hello everyone, I hope you can help me.

I ordered an electronic part and it arrived faulty; in the listing it says "the seller does not accept returns".

I tried to make a return anyway and the system says it isn't allowed

I also tried contacting the seller, but they aren't replying

What can I do? How am I protected with my purchases on eBay?

How can I contact eBay to find out how I can proceed?

Follow the return opening procedure correctly for an item that doesn’t match the description:
