Hello, if I win an auction, can I then refuse the item I won and not pay?

If you start with this question, why are you taking part in the auction? Have some respect for the other users who take part in auctions seriously.

If you don't pay, the first time you get warned, from the second warning onward increasing restrictions on operating on eBay begin.
