Auction online buyer does not pay
I completed an online auction and the buyer is refusing to pay. Besides naturally reporting them, can someone clearly explain how to offer the item to the second person who had made the second-highest bid? Because I'm going crazy searching the internet, but I can't find anything clear, and the steps I found in eBay's “help” aren't on the site
