Did you receive the email from eBay announcing the refund?
From the date of that email, the refund starts within two business days (the 28th was Saturday so the refund would have started by Tuesday January 31). Since the refund always follows the same route as the payment (in reverse), the subsequent receipt times depend on your bank, your checking account, your credit card, etc...
