I'm confused. I see a lot of keys selling here on eBay, so I guess it's ok with platform terms?

The sale of these products is permitted only to professional sellers pre-authorized by ebay. To be pre-authorized, it is necessary to show the licenses proving ownership of the sales rights.
Even if there are other sellers who break rules and regulations, this does not mean that such activities are lawful.
