How do I dispute a purchase that says I can't dispute it?

I bought a product and he sent me another model that doesn’t fit mine. Different from the photo and different from the request I made via message. He had suggested the product to me and sent me another one. And now he keeps giving me the brush-off. Not replying and I can’t do anything because the portal says I can’t do anything. This had never happened to me

Why?
