If you paid shipping twice, you probably placed two separate orders, but then it would have been correct for the seller to have shipped two separate packages.
If instead there is only one order, you may have missed the invoice that was sent to you by the seller, in which the two orders were combined with doubled shipping costs (ethically wrong but possible).
Check your order summary to see whether there are actually two orders and whether tracking codes were entered for both.
If one order doesn’t have a code, open two refund requests for item not received, which you will of course close as soon as the seller refunds the excess shipping charges.
