How can I get past the message "The seller allows you to buy only 1 item every 10 days."?

I've been trying to buy an item for weeks, but every time this message appears: "The seller allows only 1 item to be purchased every 10 days". I contacted the seller and he couldn't tell me anything, he tried to make me an offer but wasn't allowed to, Yet I have never bought from this seller and I haven't placed any orders since the beginning of January. No communication was sent to me by eBay and I don't see any restrictions anywhere except when I try to buy this item. Does anyone know how to explain this or tell me how to solve the problem? Thank you.

It’s not the fault of the seller or sellers if you have a restriction on your account.

The causes can be different:

You’ve only recently started using the site and are making a lot of purchases or buying expensive items
You’ve suddenly and significantly increased your bidding and buying activity
You have an excessive number of unpaid items or cancelled orders due to non-payment for the item on your account
You are the highest bidder in many online auctions, but have not yet paid for any item
