Hi, a package was supposed to arrive on October 25, but it hasn't arrived. I wanted to ask: if the package is still in transit and the seller gives me a refund for the delivery delay, will the package still arrive? Thanks

Hello,

the options can be three:

wait... no more than 30 days from the presumed delivery date
open a report and if it doesn’t arrive within 4 days ask eBay to intervene (you can also wait a maximum of 20 days, no more!)
if you receive the refund and then, calmly, the package arrives, you will contact the seller to arrange a new payment, otherwise you could be reported for misappropriation.

So, if you get the refund, the package could still arrive; in fact, the refund does NOT block delivery!
