Delivery declared completed but package not received

Item ordered on 25/10 for delivery expected on 29/31/10 to 6/11 not received, contacted Ebay, who contacts the seller, who completes the delivery procedure as if it had been made, but I received nothing. Am I entitled to a refund?

Ask the seller for a copy of their shipping receipt.

Check the shipping code and delivery address.

If the code and address are correct and if on the courier's website that code shows as delivered, then:

A courier has certified that a package with that code was delivered right to your address. In this case it is impossible to ask for a refund

If the code or address do not match, you can ask for a refund.

If the carrier’s word is all it takes, then we’re in a bad way, because we’re defenseless in front of an untrustworthy carrier who doesn’t have to prove anything verifiable.
One scribble is enough and you’re screwed twice over because you can’t even file a reimbursement guarantee claim.

It would be different if Ebay only paid the seller upon successful delivery with no dispute, because the carrier would be more careful and precise so as not to risk not being paid by the seller.

In your opinion, which courier would take charge of a package without being paid first?
In the event of disputes, eBay blocks the payment. But if the courier certifies delivery, why should the seller be the one to lose out?
If anything, you would have to take action against the carrier, with the procedure for disputing the "scribble".
