If a seller ships a package to a pickup point, but doesn’t print the label, does he send it as regular mail, what happens?

any parcel must be shipped with "a label"; even the standard parcel (which is now called Poste Delivery Standard or Poste Delivery Web) has a label filled out at the post office or directly via the web... only Poste Delivery Web has the paperless option, but it will be the courier who labels it...
Or did you mean a classic shipment with Poste Italiane like Posta 4 or Posta 1?
