Good morning, I purchased and paid, I never received a response from the seller and if I follow the dispute procedure from my phone, it doesn’t let me ask for eBay’s intervention. What should I do?

first you need to open the report:
Get help for an item that hasn't arrived | eBay
Then you need to give the seller time to respond; if they do nothing by the fourth day, ask eBay to step in:
Ask eBay to step in - buyers | eBay
