Dispute for non-refund, eBay isn't sending me the money

I had a claim closed in my favor as a seller , but eBay never sent me the money, I called the toll-free number several times but they either don't understand Italian or they don't know math, I never even got the disputed item back , is there a higher authority with intelligence that can review the case and get me my money ????????????

At the bottom there’s also the link to have eBay customer service call you.

As for the Italian, better not offend customer service ...
