the reason you can't is because on eBay you have 30 days from the estimated delivery date.
So you need to contact the payment method, see if you can open a dispute on PayPal, or get help from your bank with a chargeback on your card.

Mentore3 years agoIf more than 30 days have passed since the expected delivery date, it’s impossible to open a dispute on eBay.
You can open one on the PayPal website (if you paid with PayPal) or do a chargeback on your credit card.
