Increased cost due to VAT (?)

I purchased an item with an offer that was accepted. 45 + 8, 45 shipping. When I go to pay for the item, the price becomes 54,XX plus shipping. The seller says it's VAT. In over 20 years I have never had a price increased, and the listing makes no mention of VAT.
is this correct?

It depends on where the item comes from.

If it comes from a non-EU country, it has to go through customs, and it’s completely normal to have to pay VAT, etc…

If you give information drop by drop.....

Some possibilities that come to mind right now:

Item coming from a duty-free warehouse in San Marino;
Product categories for which VAT depends on the buyer, and therefore cannot be determined before purchase (e.g. construction products that have VAT at 4, 10 and 22% depending on whether it is a first home, renovation or routine maintenance).
Dropshipper who improperly lists their own location as the place of origin.
