I have to pay two disbursement fees because of the seller

I won several auctions from PSA and for some reason after winning a few too many auctions, I no longer had the option to pay VAT directly through eBay (first bad news). In addition, PSA had the brilliant idea of splitting the order into two parts and creating two different shipments. The result is that now I have to pay VAT and the Disbursment fee to Fedex not once but twice because the packages are two. What am I supposed to do? Can I complain to the seller?
Fedex, for its part, tells me that for them the packages are two and therefore I have to pay this fee twice separately

if the order amount is over €150, you have to pay VAT to the courier.
If the seller made two packages, it's because obviously they couldn't make just one... so what exactly would you have to complain about?
Also, if you don't pay for delivery and refuse it, you're not even entitled to a refund... so I'd say you don't have a choice.

OP1 year agothanks for the quick reply! Clear on VAT, I didn’t know about this limit. But something doesn’t add up with shipping. There are 16 cards in total, they don’t take up much space. Maybe it’ll be clearer to me once I receive the packages
