Question about VAT on an item bought from Japan

good morning, I bought an item from Japan (Order total US $131.71 including shipping, about 118 euros in euros).
in the order details I click and read:
The listed price includes VAT. The final cost may vary based on the specified delivery address. Find out more.
however today I receive a FedEx invoice to pay VAT + administrative fees.
the seller writes to me:
Regarding VAT, sellers have no say in the matter, so please consult with eBay. I also noticed that VAT was not being collected on this. VAT is being collected on all other transactions with Italy.
Do I pay FedEx and then show the receipt to eBay to request a refund? by doing so would I be creating a problem for the seller (I wouldn't want some kind of claim to be opened and him not receive the money)?

Mentore6 months agoIn general, this happens because the seller did not correctly indicate, in the customs documentation, that VAT had already been paid.
All you can do now is pay the VAT to the courier and then check whether eBay also collected the VAT. If the VAT was collected twice, you can ask eBay for a refund of the amount you paid to them.

For the seller there are no problems, since the VAT is collected on behalf of the Italian state.
