If you opened the correct procedure on ebay and followed all the instructions carefully, uploading the tracking number and the parcel shows as delivered, the seller has 2 days to issue the refund... you will receive confirmation by email and then it can take up to 30 days to appear on the payment method you used.
If you didn't follow the procedure, it's all in the seller's hands... try asking him.
