Does eBay have customer service?
A little while ago I issued a refund to a buyer who bought a CD from me on December 5, but it never arrived.
I sent it by registered mail with Poste Italiane, with tracking.
The CD, as of today, December 19, shows as having arrived in Fiumicino on December 6 and then disappeared.
Can you ask the post office for a refund?
I wanted to ask eBay, but there’s no way to contact them.

Ask for a refund from whoever sold you the shipment, so directly from the post office.
