eBay resolves dispute in my favor but after 4 days still hasn't refunded | Questions and answers among users

Hi, on 01/12 I bought an iPhone 16 Pro from an eBay seller with top reliability, but despite that, as seems to have happened to others too, this person decides to go over to the dark side and scam buyers. The order is shipped the next day and later the seller tells me via private message that the warehouse worker may have made some mistakes while preparing the orders to be shipped and, if so, to send the item back to receive the correct one.After a few days I receive the package, but inside, as anticipated, I find a Samsung with the seal tampered with and therefore already opened and used.I immediately open a return request through eBay and the seller replies that they will send a GLS courier to pick it up with their label and that, upon receipt, they would ship the correct item.The courier arrives and picks up the package. The tracking code appears on my account, but it is invalid and completely different from typical GLS ones.I contact eBay customer service, who manage to get the correct tracking code.The package then arrives at the seller, but they disappear into thin air: they no longer respond either to private messages or to the phone.I call customer service again to open a dispute and they tell me to wait 2 days after receipt first. I do so and obviously the seller does not respond.I call eBay again, they open a dispute on 13/12 and resolve it in my favor. The operator tells me I should receive a refund email that day. The problem is that, as of today 17/12, the dispute still shows as under review and I have not received any refund.Numerous other calls to eBay and they tell me that on their system the dispute is actually closed in my favor and to wait 48 hours to receive the refund since it must be authorized by one of their supervisors, as the amount to be refunded is over 1000 euros. But how many more 48 hours do I have to wait??? They've already passed and, even though I point it out, the operator tells me they can only send a reminder and that I should keep waiting. Please help me: what can I do? I have more than 1000 euros tied up in limbo since 01/12. Is it worth filing a PayPal dispute against eBay itself? Thanks.
