Is there a serious eBay assistant without phone calls?

Is it no longer possible to speak with a representative by phone?
I have a little return issue, because I was scammed by a seller called WATCHRTROMODE they sent me an empty envelope!
With the chat I found a few assistants who are willing to help me, but the connection is sometimes unstable! They promise to send me the link so I can finish, but they don’t send anything and I haven’t been able to solve it on my own!
ANYWAY, IF THIS KEEPS UP I’LL CANCEL MY EBAY CUSTOMER WARRANTY AND STICK WITH AMAZON!
