if you're a private individual, you can't issue a tax invoice...
If instead you mean what ebay calls an "invoice"... that is, the summary of costs... you need to go to the sale details and, from the drop-down menu, click on "Send Invoice"... keep in mind, though, that if the buyer has already completed the step immediately after the purchase and before payment (called checkout), you can no longer send it!
