negative feedback for seller

Good morning. Reading eBay's rules, I can't understand whether the seller can leave negative feedback out of spite for a negative one they received or not.

A while ago they could, then they removed the possibility for sellers to leave negative feedback, but the rules change often and I don't know how they are now.
