I bought a GT audio decoder, it arrived, I installed it, but it won't turn on
I bought a GT Audio decoder and when it arrived I installed it, but it won’t turn on, so I contacted the seller. He tells me to send a video to their email, so I send the video as they tell me, and in the video I show that the decoder isn’t working. Then they send me another email telling me to test the power supply with a tester. I test the power supply and in fact there is no current, so I send another email and they ask me to send a photo to the email showing that the power supply doesn’t work. Now I say, if you send me a product and it doesn’t work, I return it and you send me another one that works, right?

I don't know how it’s supposed to be installed, but if a professional installation was required, the fact that you installed it yourself voids the legal warranty (art.131 of the Consumer Code).
If instead it’s a simple device that only needs to be connected to the power supply, ask for a return for item not as described .... https://www.ebay.it/help/buying/returns-items-not-received-refunds-buyers/restituisci-un-oggetto-cambio-di-un-rimborso?id=4041&st=7&po=2&uci=0&ri=0
