If I accidentally started a return process for an item and it hasn’t even been shipped to me, what can I do to cancel everything and receive the refund?

The mistake of requesting a return for an item you never received is serious, and of course you no longer have a way to open other procedures on eBay.
All you can do now is turn to the guarantees offered by the payment methods. So file a dispute on PayPal’s site or a chargeback through your credit card provider.

How am I supposed to do this because PayPal relies on what eBay says regarding it, and on eBay it won’t let me open the dispute for item not received because there’s the one for return, and if I remove the return I can’t open the item not received one anymore and everything gets closed.Sorry, but does the return have to be approved by the seller? Because if so, the seller tricked me because he knew full well that it had not been shipped Sent from my Galaxy

The seller knows this... and he certainly won’t allow it if he’s not acting in good faith.

Do as Mario told you, by opening a dispute on Paypal; the one on ebay will be automatically closed.
