I received an incomplete item and the seller keeps insisting that they sent it to me complete.
I received an incomplete item and the seller keeps insisting that he sent it complete. It’s basically his word against mine. I paid with PayPal. He’s asking me to send the item back to him (at my expense) and to let eBay make the final decision on who’s right.
what do you recommend I do?

The return shipping costs will be paid by the seller. For now do nothing on paypal, opening a second dispute would cancel the previous ones.
