I have an item for sale with both shipping and purchase offer options.

Question

I’m in the situation of having a potential customer make me an offer to buy at 13 euros for an item I have in -buy it now- at 15 euros + 7 euros shipping, but with the option of free in-person pickup.  How do I accept the 13-euro offer without charging the 7 euros in postage since the buyer is in the area?Thanks to anyone who will give me some useful suggestions.
