I have a problem with a refund for a return

I asked for a refund for an item, but I only got part of the amount I spent. It says that part was withheld by the seller! When I asked the seller for information, he told me that eBay works like this sometimes: they hold back part of the money, and to request it I have to go to the return request. Does anyone know how to do these steps? Thanks! The item has already arrived at the seller.

Where was the item shipped from?
What was the reason for the return?
