a buyer wants a refund but doesn't want to send the package back to me. on eBay it says that if the package isn't shipped by October 12, the dispute will be closed. if the buyer doesn't ship the package before the 12th, will my money arrive or will the buyer be automatically refunded?

It depends on the reason why the buyer is asking for a refund:

If it’s because they changed their mind, they have to return the item to you at their own expense. If they don’t, they won’t get a refund and you will receive the payment.
If it’s a return request due to non-conformity, it’s you who have to take care of the return. If you don’t arrange, at your own expense, to get your item back, you won’t receive the payment and the buyer will be refunded.
