I SOLD TWO RECORDS AND THE BUYER, EVEN AFTER RECEIVING THE REFUND, IS NOT SENDING ME THE RECORDS
Summary: modabella72 discussed a case in which they sold two records, but the buyer, although they received a refund, did not return the records.
The buyer first told me that he had not received the records, after I said I would open a dispute with the post office to check the package tracking. A few hours later he tells me that the package has arrived but the material is damaged and he предлагает me a partial refund. I refused and suggested that he open a dispute and send the records back, and I would then proceed with the refund due.
The guy, instead of opening a dispute through the eBay system, opens one through the banking system.
I spoke with the eBay staff, who assured me that they would not issue the refund unless the buyer first provided the shipping package number for tracking.
As of today eBay has failed me because it has blocked my funds, therefore it has compensated the buyer but I have not received the records.
In fact, the guy has both the money and the records.
What do you advise me to do?

It's hard to understand what they decided at the banking system level. Probably he filed a chargeback for item not received.
