The seller rejects my purchase requests (blocking them) years ago I had left negative feedback
Years ago I had left negative feedback because he had not honored the agreement (it was perhaps the refund of the
coin shipping cost). I felt it was worth disputing the behavior; this happened years ago
and in any case, under commercial law, the seller cannot refuse the sale at risk of losing the license.

Absolutely not, the seller is free not to sell and the buyer not to buy, eBay allows it and the negotiation took place and takes place on eBay.
