I would like to start a return request through eBay, but I’m unable to do so because I had already opened a dispute with the payment institution I used to make the purchase. Unfortunately, the seller won the dispute.

The open claim on the payment method prevents opening a second one on eBay. You would have to wait for the first one to be definitively closed and for the subsequent communication times between the payment method and eBay.

This in fact (since on eBay there are only 30 days from receipt of the goods) precludes any possibility of using the eBay dispute after the claim on the payment method.

The normal procedure would be to do the eBay procedure first and then, only in case of problems with the first, the one on the payment methods (which have much longer timeframes).
